Information on Upcoming Review of Inactive CSMS Subscribers
U.S. Customs and Border Protection (CBP) is undergoing a review to ensure that all current Cargo Systems Messaging Service (CSMS) subscribers are active users. Beginning at the end of January, CSMS subscribers who have not recently engaged with GovDelivery bulletins (e.g., opened an email containing a CSMS message or downloaded a message image) will be sent a message with a prompt to confirm that the user would like to remain a subscriber. If users receive this message and would like to continue to receive CSMS messages, please follow the instructions provided.
If users do not receive a message about maintaining your subscription, then users will automatically remain subscribed, and no action is needed.

Initiation of Antidumping Duty Investigations: Lemon Juice from Brazil and South Africa
On January 19, 2022, the Department of Commerce (Commerce) initiated its less-than-fair-value duty investigations on “Lemon Juice from Brazil and South Africa” (Initiation Notice). These investigations have been assigned the following case numbers: A-351-858 (Brazil) and A-791-827 (South Africa).

The WCO updates are incorporated in Harmonized System Update (HSU) 2201 was created on January 24, 2022 and contains 11,682 ABI records and 2,629 Harmonized Tariff Records.
Harmonized System Update (HSU) 2201 includes the HTS modification, as set forth in Annexes I, II.A, and II.B of Publication 5240 of the United States International Trade Commission, entitled, ‘‘Modifications to the Harmonized Tariff Schedule of the United States under Section 1206 of the Omnibus Trade and Competitiveness Act of 1988 and for Other Purposes’’. For more information, refer to the Federal Register Notice (FRN) published on December 23, 2021 at: Federal Register: To Modify the Harmonized Tariff Schedule of the United States and for Other Purposes.

Additional information for recent WCO updates /HSU 2201. Our office is receiving inquiries regarding the WCO updates. Previous updates reflect changes at the 6th through 10th digit. The WCO updates include changes from the 4th digit. This transition has resulted in several records being created or expired. Updates to HTS numbers subject to Section 201 duties to take effect 1/27/2022
The modifications made to certain HTS classifications within the HTSUS subject to the Section 201 solar measures are laid out in pages 184-185 of USITC Publication 5240 https://www.usitc.gov/publications/tariff_affairs/pub5240.pdf. The new HTS will maintain the duty treatment with respect to actions pursuant to section 201 of the Trade Act of 1974 under the appropriate U.S. Note provided in the CSMS and will take effect on January 27, 2022.

GUIDANCE: Modifications to the Harmonized Tariff Schedule of the United States – Section 301 China Remedy
The new Section 301 modifications made to certain HTS classifications within the HTSUS are laid out in pages 185-195 of Publication 5240. The new HTS will maintain the duty treatment with respect to actions pursuant to section 301 of the Trade Act of 1974 under the appropriate U.S. Note provided in the CSMS and will take effect on January 27, 2022.

Known Issue: EU Aluminum Quota HTS Error Message
CBP is aware of “NO LINES SUBJECT TO QUOTA” messages the trade is receiving for quota entries of European Union aluminum goods. This message is being triggered on Quota entries using EU Aluminum TRQ HTS numbers 9903.85.27, 9903.85.29, and 9903.8531 through 9903.85.44 for all filers
Another CSMS will be issued once this has been resolved.

CBP to require expanded ZoneID for FTZ Admission Adds
As of March 19, 2022, CBP will no longer accept Foreign Trade Zone (FTZ) Admission Adds without the expanded Zone ID included in the FT10 header data. The Zone ID expanded from 7 to 9 characters and must be included on the FT10 Record or the FTZ Admission will reject. Appendix P has been updated (version 2.2) to include the new error codes (233, 234, 235) related to this implementation. An update to the description for error 004 was also made in this Appendix P version.

This requirement is expected in CBP’s Certification region by January 31, 2022.
This change has already occurred in Entry Summary.

ACE Portal Modernization – Phase 1 Features Now Available
On January 22, 2022, U.S. Customs and Border Protection (CBP) successfully deployed the first phase of the ACE Portal Modernization. To access the upgraded features, log in to the modernized ACE Portal.

The Trade Transformation Office (TTO) will conduct a Deployment Support Call for trade users on Tuesday, January 25, 2022 from 2 to 3 p.m. ET. Please join the Support Call using the meeting link: Trade Post-deployment Support Call.
