NCSD June 2022 Webinars

ACE Truck Manifest Modernization – Next Deployment Set for June 5

On January 30, 2022, U.S. Customs and Border Protection (CBP) began the multi-release deployment of Enhancements to ACE Truck Manifest – Phase 2, also known as ACE Truck Manifest Modernization (TMM). The following deployments are complete:


Brownsville, TX – January 31, 2022 
Buffalo, NY – March 13, 2022 
Laredo, TX – April 24, 2022  
Detroit, MI – May 15, 2022


Enhancements to ACE Truck Manifest – Phase 2 is focused on enhancing the CBP user interface (UI) for the primary and secondary processing of truck manifests. As part of this deployment, previously relaxed validations in the legacy truck manifest application are now supported in TMM and may result in errors for some trade users. To prepare for the upcoming deployments and avoid potential errors, please review the validations as documented in the Truck Manifest X.12 – 309 and EDIFACT CUSCAR EDI implementation guides found at https://www.cbp.gov/trade/automated/technical/ace-import-manifest-documentation. The schedule below reflects the remaining deployment schedule for Phase 2 of TMM:


June 5, 2022 – All remaining ports
Retire legacy truck manifest application (R4): June 20, 2022


In addition, CBP is preparing for the deployment of Enhancements to ACE Truck Manifest – Phase 3, which will finalize the modernization of ACE truck manifest functionality and will complete all backend services used for EDI processing.


Implementing the capabilities developed in Phase 2, deployment of Phase 3 enhancements will provide trade users with new messaging regarding modifications to Crew, Vehicle, Cargo and Seals. The Phase 3 deployment is currently set for July 11, 2022. More information on Phase 3 enhancements is available in the ACE Truck Manifest: Draft Chapters for Future Use implementation guides found on CBP.gov.

Truck Manifest Changes Deployed to Certification Environment

The Certification Environment is ready for trade to begin testing the new Truck Manifest EDI Notifications. These automated responses are triggered when CBP makes changes to Crew, Vehicle, Cargo, or Seal data on a manifest.


Please refer to the posted draft IG for implementation details. Software developers should work with their assigned Client Representative to complete testing. Questions should also be addressed to the Client Representative.

Importation of Infant Formula Products Based on Current Supply Chain Shortage

This CSMS message provides instructions regarding the ACE Transmission Requirements for the importation of foreign sourced infant formula, and contact information related to FDA’s recently published infant formula enforcement discretion guidance.


On May 16, 2022, the U.S. Food & Drug Administration (FDA) issued “Guidance for Industry: Infant Formula Enforcement Discretion Policy,” to manufacturers of infant formula, designed to increase the availability of infant formula in the United States. FDA intends to temporarily exercise enforcement discretion with respect to certain requirements for infant formula. The guidance is expected to remain in effect until November 14, 2022.


To increase availability of infant formula in the U.S., FDA has outlined a process by which the agency would not object to the importation of certain infant formula products covered under this guidance. A list of firm/products that FDA has found amenable for enforcement discretion is published at: Increase Infant Formula Supplies.

Workaround for AD/CVD Query is Not Returning the Companion Case

CBP is aware that the AD/CVD Query is not returning the companion case. Below is a workaround until the issue is resolved.


Trade users can submit the AD query using the 7-digit case number instead of the 10-digit case number.
AC will return the companion case information on the RA line.
When 10-digit case number is submitted currently, there are situations where no companion case number associated at the 10-digit case number level. This results in no companion case being returned on the RA line of the AC message.
Once fix is implemented, trade users can submit AD query using the 10-digit case number and if there is no companion case, the query will return the companion case data from the 7-digit parent case number.


An update will be posted once resolved.

Food and Drug Administration (FDA) New Product Code Industry 58 for Human and Animal Therapeutic Biologic and Biosimilar Drugs

The Food and Drug Administration (FDA) has added a new Industry Code


58: Human and Animal Therapeutic Biologic and Biosimilar Drugs, along with the associated Class Codes, Process Indicator Codes (PIC) and Product Codes. Refer to the attachment for the new codes. The new codes are available immediately.


Please note that the Subclass Codes used for Industries 60 to 66 are the same Subclass Codes used in the new Industry Code 58.


An updated version of FDA’s Supplemental Guide will be posted in the near future to include the new Industry Code.


Additional Industry 58 product codes will be added to address other human and animal therapeutic biologic and biosimilar drugs at a later date. A CSMS message will be issued when this occurs. Until then, filers may continue to use existing industry 60-66 product codes for specific therapeutic biologic and biosimilar drugs when no appropriate industry 58 product code is found.
