Big Changes Coming for Alcohol Imports Jan. 1 – A Must-See Webinar! 
The Alcohol and Tobacco Tax and Trade Bureau (TTB) will host a webinar on Wednesday, Dec. 14, from 4-5 p.m. ET to highlight upcoming changes to the way in which excise tax benefits for alcohol importers are implemented.

Under the new procedures, importers will have to pay the full excise tax rate for alcoholic products at the time of entry and then submit a refund claim to TTB (assuming the foreign producer properly assigned the benefit to the importer). TTB is soliciting questions from the trade in advance of the webinar.

Since 2018, importers have paid a reduced excise tax at entry on imported beer, wine, and distilled spirits pursuant to temporary provisions in the Craft Beverage Manufacturers Act (CBMA). Last year, Congress made the reductions permanent, but tightened oversight and control by transferring administrative responsibility from CBP to TTB. Now, importers will pay the full tax to CBP at entry. Subsequently, if the foreign producer assigns the importer the tax benefit for the shipment, the importer can apply to TTB for a refund on a quarterly basis if he was assigned the tax benefit by the producer.
